Cell Phone Policy

SCHOOL-BASED POLICY OF SUSAN E. WAGNER HIGH SCHOOL FOR USE OF CELL PHONES, COMPUTING DEVICES, PORTABLE MUSIC AND ENTERTAINMENT SYSTEMS, AND PHOTOGRAPHY/VIDEO DEVICES  ON SCHOOL PROPERTY

The following guidelines describe the conditions in which students are permitted to bring the following electronic items to school: 1) cell phones, 2) laptops, tablets, iPads and other similar computing devices; and 3) portable music and entertainment systems, such as iPods, MP3 players, PSP, and Nintendo DS. 

  1. The use of cell phones, computing devices, portable music and entertainment systems, and photography/video devices at school is subject to the conditions below: 

1.      Cellphones and portable music and entertainment systems may not be in view, turned on or used during the administration of any school quiz, test or examination. 

2.      Computing devices may not be in view,  turned on or used during the administration of any school quiz, test or examination, except where such use has been explicitly authorized by the school or is contained in an Individualized Education Program or Section 504 Accommodation Plan. 

3.      Cell phones, computing devices, and portable music and entertainment systems may not be in view, turned on or used during hallway passing. 

4.      Cell phones, computing devices, and portable music and entertainment systems may not be turned on or used during school fire drills or other emergency preparedness exercises. 

5.      Cell phones, computing devices, and portable music and entertainment systems may not be used in locker rooms or bathrooms. 

6.      Students who use cell phones, computing devices, and or portable music and entertainment systems in violation of any provision of the DOE’s Discipline Code, the school’s policy Chancellor’s Regulation A-413, and/or the DOE’s Internet Acceptable Use and Safety Policy (“IAUSP”) will be subject to discipline in accordance with the guidance interventions and disciplinary responses set forth in the Discipline Code. 

7.      Students who use cell phones, computing devices or portable music and entertainment systems in violation of the DOE’s Discipline Code, the school’s policy, this regulation, and/or the DOE’s Internet Acceptable Use and Safety Policy will be subject to discipline in accordance with the guidance interventions and disciplinary responses set forth in the discipline Code. 

B.     Cell phones may be used as set forth below: 

1.      Cell phones may not be in view, turned on, or used during instructional time which includes exam administration.  

2.      Cell phones may not be in view, turned on or used during hallway passing. 

3.      Cell phones may be used during student programmed lunch periods designated in the school cafeteria or school offices with the explicit approval of the school administration. 

4.      Cell phones may not be turned on or used during after school, school-sponsored programs or activities, except with the explicit approval of the teacher. 

C.     Computing devices may be used as set forth below: 

1.      Computing systems may not be in view, turned on or used during instructional time which includes exam administration. 

2.      Computing systems may not be in view, turned on or used during hallway passing. 

3.      Computing devices may be used during student programmed lunch periods designated in the school cafeteria or school offices with the explicit approval of the school administration. 

4.      Computer devices may not be turned on or used during after school, school-sponsored programs or activities, except with the explicit approval of the teacher. 

D.    Portable music and entertainment systems may be used as set forth below: 

1.      Portable music devices may not be in view, turned on or used during instructional time which includes exam administration. 

2.      Portable music devices may not be in view, turned on or used during hallway passing. 

3.      Portable music devices and entertainment systems may be used during student programmed lunch periods designated in the school cafeteria or school offices with the explicit approval of the school administration. 

4.      Portable music devices may not be turned on or used during after school, school-sponsored programs or activities except with the explicit approval of the teacher. 

E.     Photography / Video devices may be used as set forth below: 

1.      The use of photography/video devices are strictly prohibited in school or school property except during instructional activities with the explicit approval of the teacher or school administrator.

F.      Confiscation and return of electronic items 

Any violation of the requirements noted in Sections A, B, C, and D in this document the following progressive actions will be taken: 

1.      Warnings 

2.      Confiscation of item and return at end of school day 

3.      Confiscation of item and return at end of school day as well as a parent conference.
